Scott Walker's Hokey Pokey


Eliminating collective bargaining for Wisconsin public employees was all about balancing the state budget. Until it wasn't.

Expanding the Milwaukee voucher program was all about equal educational opportunities for low-income children. Until it wasn't.

Howard Fuller is absolutely right to threaten to "get off the stage" and refuse to strike a deal with the devil.
“I will never fight for giving people who already have means more resources. Because, in the end, that will disadvantage and squeeze out the possibility of poor parents having some of these options,” said Fuller.

This is not to say that Fuller won’t consider raising the income threshold to serve more of Milwaukee’s working poor. In the interview, he talks about aligning the requirements for entry into the Milwaukee Parental Choice Program with those of Wisconsin’s BadgerCare program, which provides health care to state residents who earn less than 300 percent of poverty. “That would capture over 80 percent of the households in the city,” he said. “So if your real objective is to expand the level of support, you could do that and still retain a focus on low-income and moderate-income families.”

But if Wisconsin and other states want to make their vouchers universally accessible to families of any income level, “it may very well be that it’s time for people like me to get off the stage,” he said. “Maybe it has to be a different movement going forward, but if that’s the way the movement has to be going forward, it’s not something that I can be a part of.”

While I disagree with Fuller's approach to expanding vouchers rather than focusing on reform of and investment in public education, I admire his steadfast adherence to principle and his commitment to advocacy on behalf of disadvantaged children and families.

Others in Wisconsin -- including UW-Madison Chancellor Biddy Martin -- need to come to the same conclusion. What YOU may think or want something to be about probably isn't why this right-wing governor is your new friend. Just say "no, thank you." There are alternatives that may need to wait for more thoughtful and progressive leadership in Wisconsin.

Trampling workers' rights. Privatizing public education. THAT's what it's all about.

Whining Vouchers

When school voucher advocates tell you that they support accountability for public dollars used to fund private education, check their credentials. They're not all cut from the same cloth.

On the one hand, this is a great example of whining by school voucher inc. and opposition to all notions of public accountability. The overstated claims ("improved public school results"), fear mongering ("a thinly disguised effort to crush school choice"), and hyperbole (accountability "legislation" pro-voucher advocates "helped to develop") is amusing.
The nation’s largest and most successful urban school choice program is in jeopardy.

Opponents seek to suffocate Milwaukee’s choice program with financial cuts and a barrage of red tape cloaked in the guise of “accountability.” Their strategy will mean a slow but certain death
In this case, it comes from an organization called the "Institute for Justice," a self-described "libertarian public interest law firm" based in Arlington, Virginia. It was co-founded in 1991 by Clint Bolick -- a right-wing activist with ties to Clarence Thomas and a track record of opposition to civil rights legislation, including orchestrated right-wing attacks on Lani Guinier, President Clinton's appointment to the Justice Department's Civil Rights Division. Along with Kenneth Starr -- yes, that Ken Starr -- Bolick was involved in defending the Milwaukee voucher program in the courts on behalf of the state of Wisconsin back in the 1990s (hired by then Guv'nah Tommy Thompson).

Here's what former U.S. Secretary of Education Richard Riley said about the Institute for Justice in 1997: "It is quite clear to me that the Institute for Justice has something in mind other than helping all children get a good education. In his pursuit of vouchers, Mr. Bolick seems eager to gut some of the most fundamental civil rights laws of this land -- in particular, laws that have done so much to help disabled children and young women get the best education possible."

Caveat emptor.

Over at the Milwaukee Journal-Sentinel, Alan Borsuk reports of a "schism" in the voucher movement with the likes of Howard Fuller finding the proposed reforms acceptable, while Susan Mitchell, the Institute for Justice, and other grenade throwers incensed.
The 120-plus private schools, with about 20,000 students, will have to give standardized tests and report the results, employ teachers who have at least bachelor's degrees and meet the same minimum hours of instruction as public schools, according to the agreement that is part of the state budget proposal endorsed Friday by the Legislature's powerful Joint Finance Committee.

The upshot is a schism within the ranks of voucher leaders that has, among other things, separated the most prominent voice of the movement, Howard Fuller, from a longtime, influential ally, Susan Mitchell, president of the organization School Choice Wisconsin.

Fuller described the outcome as "a decent result."

UPDATE: Milwaukee Voucher Program

Dr. Howard Fuller -- a Milwaukee-based national school voucher advocate, long-time champion of the Milwaukee Parental Choice Program, and former Milwaukee Public Schools superintendent -- today announced his support for greater regulation of voucher schools, as proposed by Wisconsin Governor Jim Doyle in his biennial state budget. I am glad to see that Governor Doyle has not backed away from the proposals he made for greater accountability in the voucher program back in 2005 and 2006--specifically, higher standards for voucher-school teachers and public reporting of standardized tests for each voucher school. With Democrats now in control of both houses of the Wisconsin Legislature, the path has been cleared for needed reforms to the program -- reforms in the best interest of students and parents.

Howard Fuller, the former Milwaukee Public Schools superintendent who is now a central figure nationally in advocating for school choice, said he wants school leaders to join with Gov. Jim Doyle, legislative leaders and others in working out new ways to assure that students of all kinds have quality teachers in quality schools.

"We can't just keep wringing our hands about these terrible schools," Fuller said. "We have a moral responsibility to our children to not accept that."

Fuller was reacting both to a new set of studies of the voucher program and to a dramatically different situation for voucher supporters in the state Capitol.

In Madison, with both houses of the Legislature now controlled by Democrats, prospects are strong for passage of legislation pushed by critics of the voucher program that would impose stricter rules on many fronts. Such proposal have not passed in recent years because Republicans controlled at least one house of the Legislature and voucher leaders - including Fuller - resisted many of them.

In his state budget, Doyle called for changes in the voucher program, including requiring teachers to meet higher qualification standards and requiring the voucher schools to give standardized tests and report the results publicly.

"Many of the provisions he has in there are sensible and reasonable, and we ought to do this," Fuller said.

Reacting to specific proposals made by Doyle, Fuller said, "Who can argue with the need to have standards for how kids move from one grade level to another?" He said the same was true for such ideas as setting stricter standards for graduation, annual hours of instruction and handling of student records in a standardized way that allows such things as school transfers to be made smoothly.

The state Department of Public Instruction released a list recently of 57 new applicants to participate in the voucher program next fall. Most of them were people who have not run schools before and appeared to have little structure or backing for their plans.

"We've got to figure out a way to stop people (such as those) from starting schools in the first place," Fuller said. "Who in their right mind would argue that we don't have to do something like that?"

State law currently requires voucher school teachers to have high school diplomas. Fuller said, "Who could argue with a notion of a bachelor's degree for teachers?"

What about the private schools giving state standardized tests and making the results public?

"We clearly have to do that," he said.

Evaluation of Milwaukee Voucher Program

Alan Borsuk of the Milwaukee Journal-Sentinel writes ("Study finds results of MPS and voucher schools are similar") about the first report from a long-awaited and on-going evaluation of the Milwaukee school voucher program by the School Choice Demonstration Project.
The first research since the mid-1990s comparing the academic progress of students in Milwaukee's precedent-setting private school voucher program with students in Milwaukee Public Schools shows no major differences in success between the two groups.

Summarizing a comparison of how matched groups of voucher and MPS students did across two years of tests, the researchers wrote:

"The primary finding in all of these comparisons is that there is no overall statistically significant difference between MPCP (voucher) and MPS student achievement growth in either math or reading one year after they were carefully matched to each other."

When I worked in Wisconsin Governor Jim Doyle's Office, we worked hard to bring greater accountability to the $129 million taxpayer-funded Milwaukee Parental Choice Program. The 2006 compromise ("Governor and Speaker Gard Announce Deal on School Choice, Accountability, and Small Class Size Funding") -- made necessary because of the then-Republican Assembly Speaker (who had close ties to local and national voucher school lobbyists) -- wasn't perfect or as strong it might otherwise have been, but it was a step forward.

The push for greater accountability was precipitated over concerns about student learning (such as reported by Rethinking Schools in 2005) and widespread fraud and abuse (such as this and this) that seemed to be rampant within many start-up schools financed solely by the public subsidies available through the voucher program. This national evaluation -- along with stronger financial reporting requirements, independent accreditation, and participation in standardized testing -- was one piece of that accountability rubric passed into law. Other elements of accountability discussed back in 2005 and 2006, and still under discussion within the Wisconsin education policy community, include certification of educators in the voucher schools and a reporting of school-by-school assessment results. The argument for teacher certification was made to ensure a minimum standard of teacher quality based on evidence that teachers in voucher schools were not required to have graduated from college. In addition, it was felt that in order for parents to make informed choices for their kids academic information on the voucher schools needed to be available the same way it is for schools within Milwaukee's public system.

After all, taxpayer money -- from the state of Wisonsin and from the city of Milwaukee -- finances this program. And these kids deserve the best education possible. Certainly, they deserve some assurance of basic quality.
